Arthur C. Smalls, Jr. joined Southern University at Shreveport as the Director of Audit Services in July 2004. He previously served as the Budget Officer/ Accountant for the University. Mr. Smalls holds a Master’s Degree (M.A.) in Political Science/ Public Administration from Ohio University, a Bachelor of Science (B.S.) in Accounting and a Bachelor of Arts (B.A.) in Psychology from Grambling State University. Mr. Smalls is a Certified Public Accountant (CPA) licensed by the State of Louisiana.

Mr. Smalls’ professional experience, educational background, and ethical standards have provided the Office of Audit Services with the structural integrity needed to provide reasonable assurance that there are no material misstatements in reporting, and that the internal controls are in place to reasonably insulate the university from fraud or malfeasance.
